I guess the only advice that I would give people going to Eastern Europe is to know the meaning of two signs they may see while there:

NO SMOKING means nothing although it sometimes roughly translates to Chain Smoking Only

INFORMATION is usually just a decorative sign although it could possibly mean "I just moved here. Tell me all you know about this place but I am really not interested and I don't like talking to people so make it quick"
